What is LIHEAP and what services are available?

 LIHEAP is a federally funded program aimed to assist low-income households that pay a high portion of their income to meet their energy needs. LIHEAP is funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.

There are several portions of the program that help accomplish this goal, such as:

    The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help balance an eligible household's utility bill.

    The Energy Crisis Intervention Program (ECIP) (https://www.needhelppayingbills.com/html/heating_and_utility_liheap_cri.html) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.

    LIHEAP Weatherization (https://softwaresanta.com/sssmf/index.php/topic,2341.0.html) provides free energy efficiency upgrades to low-income households to lower their monthly utility bills while also improving the health and safety of the household's occupants. 

    Education on basic energy efficiency practices and instruction on the proper use and maintenance of installed weatherization measures.

    Energy budget counseling.




INCOME ELIGIBILITY

Eligibility for services may vary depending on sources of income and other factors. Please contact your local energy agency to determine your eligibility.
A person who participates or has family members who participate in certain other benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF) or certain needs-tested Veterans benefits may be automatically eligible.

National Energy Assistance Referral (NEAR)
If you need help finding your local Low-Income Energy Office, call the National Energy Assistance Referral (NEAR) toll-free at 1-866-674-6327 or TTY 1-866-367-6228 for energy assistance referral.

NEAR is a free service for persons who want information on where to apply for the Low Income Home Energy Assistance Program (LIHEAP), which may pay a portion of the energy bills of eligible low-income persons. Please include your city, county and state in your email message.

LIHEAP Clearinghouse
The LIHEAP Clearinghouse (https://acf.hhs.gov/ocs/programs/liheap/about) is a federal website which serves as a hub for information about the variation that exists among LIHEAP grantees in the operation of their programs. The overall goal of the LIHEAP Clearinghouse is to expand and enhance information exchange on low-income energy issues with the national low-income energy network.
Since 1988, the National Center for Appropriate Technology (NCAT) has operated the Low-Income Home Energy Assistance Program (LIHEAP) Clearinghouse through a training and technical assistance contract from the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (https://www.acf.hhs.gov/), Office of Community Services, Division of Energy Assistance (https://www.acf.hhs.gov/ocs/programs/liheap).
The Clearinghouse collects, develops, organizes and disseminates reports, issue briefs, program information, training tools, and other energy-related information to LIHEAP grantees, community action agencies, energy assistance service organizations, fuels funds, utilities, and regulatory commissions.
