Elephicon (is a GUI Wrapper for png2icons library) generates Apple ICNS and Microsoft ICO files from PNG files.
Usage
The ideal input is a 24 bit PNG with an alpha channel (RGBA) with 1024×1024 pixels but any other dimensions and most other PNG formats do also work.
If you only need to create ICO files 256×256 pixels are sufficient.
You can also configure the settings by right-click context menu.
First select the button for either .ICO or .ICNS output format ... then drag and drop your .PNG file (Or Right Click and choose it with "Open") ... your result is on your Desktop!
